Improve tag management

- allow a case-insensitive tag search when searching for links.
- sort tags in a case-insensitive fashion in the tag view.
- add a feature to normalize tags. For example, I have 5 occurrences of "Alternative", 2 of "alternative" (lower-case) and 1 of "Alternatives". Right now, I have to edit the erroneous links to add the correct tag and delete the old ones.

Now tags are case-insensitive. They still shows exactly as you type them, but same tags are showed as one item.

This whole sorting by case thing is a major irritation. I move to the tags beginning with 'C', but it doesn't reflect the truth - I may have one or two that start with 'c', but that/those show in what's almost a second list. Basically, I have to know what case I've used. Dumb.
