Opt-in Insensitive Tags

Presently it seems tags are case sensitive, it would be nice if a user could opt in to disabling case sensitivity (thus allowing BashScript and bashscript to be the same tag) and/or bulk convert tags to lowercase en masse via the settings screen periodically... (id assume the latter simpler.)

This would really heal the pro-feature of tag suggestions. Right now, using tag suggestion can actually harm you organization since it can suggest bother lower case upper case versions of the same tag.
